WELCOME ADDRESS FROM THE MINISTRY OF NATURAL RESOURCES AND ECOLOGY OF THE RUSSIAN FEDERATION

30.09.2014

The Ministry of Natural Resources and Ecology of the Russian Federation congratulates MINEX Russia Mining and Exploration Forum on its 10th Jubilee

Letter_Vice_Minister_D_Khramov

«On behalf of the Ministry of Natural Resources and Ecology of the Russian Federation, I would like to welcome all participants and guests of the International Mining and Exploration Forum MINEX Russia 2014 which celebrates its 10th anniversary this year.

Russian mining sector consists of a variety of businesses spanning from exploration, extraction to processing of minerals. This sector determines the economic and social development of the country and makes a real contribution to the build-up of its foreign exchange reserves. Therefore, one of the main tasks of the state in today’s difficult economic conditions is to ensure balanced development and efficiency of the mining industry.

I am confident that the Forum will deal with the issues related to the future activities of the mining community, and stress out the importance of improving efficiency of the Russian mineral resources sector. I believe you will have the opportunity to share a wealth of experience in organising such activities, designed to have a positive impact on the economy of our country.

I wish all the participants and guests of the mining forum and exhibition a lot of interesting meetings, new business contacts and creative achievements!

PLENARY SESSION – 7

27.09.2014SRK

Plenary Session "Impact of mining on sustaining social and economic regional development" will be held on October 9 in the Main Conference Hall of of the Radisson Slavyanskaya hotel. The session will be moderated by Ekaterina Vershinina, Director, Head of Environmental Department, SRK Consulting (Russia) Limited.

Sergey Baykalov, Managing Director Tardan Gold, Auriant Mining, will make a presentation "The contribution of mining companies in the socio-economic development of the regions (example of the Republic of Tuva)".

Alexandra Masaitis, Research Assistant, Co – Investigator on a “Good Neighbour Agreement” project for the Newmont Mining Corporation, Nevada, USA., University of Nevada, USA, will tell about "Reduction of Conflicts in Mining Development Using “Good Neighbour Agreements”. Conflicts between mining companies and communities are now prevalent in many countries of the world, both developed and developing. These conflicts have often resulted in delays of mine project development as well as adverse effects to the communities. Reduction of those conflicts has been shown to be best accomplished by good communication, transparency and a willingness to each of the parties to both understand the positions of other participants, but also a willingness to compromise. One of the types of agreements that have shown success is termed a “Good Neighbor Agreement”, or GNA. In this case, an agreement is negotiated where good communication and frequent meetings are required, and the resulting agreement has sufficient penalties that if any of the signatories to the agreement fail to abide by that agreement, those penalties will be imposed. This process is often complicated, but ultimately has the potential to reduce threats of appeals or legal action, but at the same time may require elimination of certain practices. It also requires a commitment to see this process through to the reclamation phase and long term stabilization of the environment and the economies of the affected communities.

Pavel Lykov, Business Development Director (Russia & CIS), RungePincockMinarco Limited, will make a report "Using simulation as a tool to eliminate uncertainties when scheduling the mine". Why planned and actual mining production rates are different? Three pillars of mine planning: mine design, mine scheduling and simulation. Assumptions are used when equipment utilization is being planned which results in inaccurate mine schedule. Simulation is technique used by many industries to model real life and hypothetical situations. Value of simulation in planned mine context – fleet demands definition haulage network optimization, eliminating uncertainties when planning. Value of simulation in operating mine context – quickly find efficiencies and make changes to improve the productivity of your existing fleet as well as test scenarios using new equipment without disrupting production or any capital expenditure.

Elena Nikitenko, Chief of Sample Preparation, Matrosov Mine, Polyus Gold Company, will tell about "Improving the efficiency and quality of the exploration of objects with low-grade gold on the example of the Natalka deposit". For calculation of stocks and estimations of economic efficiency gold objects at prospecting works serve as a basis the given definitions of con-tents of gold in prospecting sample. Therefore, delimitation depends on quality and reliability of results of the analysis of sample mineralization and geometrization of bowels at calculation of stocks of gold. Definition of contours industrial mineralization according to approbation is the most actual for the objects which are not having precise geological borders. Improvement of quality and reliability of definition of contents of gold in sample probably due to new methods. One of them is preparation of sample to fire assay with preliminary gravitational concentration gold. The way is realized on Natalka deposit, which is characterized by low contents of gold. Mikhail EvtushenkoDirector, STC "Magnetic fluid", will follow the previous presentation.

Andrey Tverdov, Head of Mining Development, Ph.D. (Technical science), IMC Montan, LLC, will make a presentation "Rationale for State Investment into Development of Mineral Resources Sector". The report deals with importance and necessity of the state support for projects of mineral deposit mining. The current trend is that explored and promising deposits are not infrequently located in out-of-the way areas, therefore in many instances the economic efficiency of a mining project for a subsoil user on his own reduces to zero, whereas synergy of mining projects in Russia may reach effects 20 times as much as effect of a subsoil user on his own. In these circumstances an assessment system is required that will ensure understanding by the state of the total effect of deposit mining and the state will be able to fully participate in deposit development. This approach in periods of reduced foreign investments will ensure the sector development and GDP increase. This is of special importance in conditions of a lasting crisis.
